Judicial Watch brought to light crucial documents and photographs related to Chinese COVID labs operating in California. This discovery sent shockwaves through the community, raising questions about the safety and legality of such operations.
The story began to unfold on March 3rd when an illegal bio lab was found in what was thought to be an abandoned building in Reedley, California, located in Fresno County.
The city’s code enforcement officers stumbled upon the building in December 2022 after noticing a garden hose running into the building through a hole in the wall. By March, they had obtained a warrant to inspect the property, leading to the shocking discovery.
The company allegedly operating the lab, Prestige BioTech, is based in Nevada and is the successor to Universal Meditech, Inc. (UMI).
In December 2022, the FDA announced a recall of over 56,000 “Skippack Medical Lab” Rapid Anti-Gen COVID-19 tests distributed by UMI to California and Texas. This raised further concerns about the activities taking place within these labs.

During onsite visits, the Environmental Health Inspector noted numerous violations. These included failing to prepare and implement a hazardous materials business plan (HMBP) for the storage of hazmat (ethanol) over state thresholds.
Judicial Watch also uncovered court documents that included graphic photos of dead mice at the Reedley facility.
The documents revealed disturbing details about the conditions within the lab. Dr. Hahn confirmed that the mice were in severe distress due to “barbering,” a social activity among mice consistent with over-grooming.
Under stress, dominant mice begin to rip the hair and skin off less dominant mice. The lack of “pinkies” or baby mice suggested starvation or stress, possibly due to cannibalism induced by stress.
Judicial Watch received 29 pages of records through the California Public Records Act, confirming illicit labs owned by Chinese nationals housed biologicals in hazardous and non-compliant conditions, multiple infectious agents, and starving and dead mice.
The documents were produced by the Fresno County Department of Public Health (FCDPH) in response to a request for records regarding Prestige BioTech and Universal Meditech Inc.

On May 31, 2023, Dr. Rais Vohra, then-interim health officer for the FCDPH, issued an order to Prestige to close its operations in Reedley, CA, and clean up dangerous materials at the site.
This order was issued due to the city’s attempts at gathering authorized representative contact information, repeated requests for complete lists of biologicals present, and an inspection that revealed biologicals in hazardous and non-compliant conditions.
Judicial Watch President Tom Fitton emphasized the importance of this discovery, stating, “Americans should know that dangerous biological research doesn’t just occur in ‘Wuhan,’ it is happening all over the United States.”
